This course set is designed for new and experienced personnel required to undertake atmospheric gas testing; conduct a hazard analysis; and issue work permits in the resources and infrastructure industries. Many roles require this course set including safety, injury prevention and maintenance personnel, engineers, risk managers, mine managers, cable installers and transport personnel and safety observers/ stand-by personnel.
This course set also applies to individuals who are working alone or as part of a team to conduct a hazard analysis which may be required as part of a broader process such as identifying and applying for the permits required for work activity to be completed.
Additionally, this course set applies to individuals who require an understanding of the permit system; the limitations of each permit; as well as making decisions regarding the need for and correct use of each permit. This unit includes the issue of all permits. Please note, permits are called ‘clearances’ by some organisations.
Finally, this course set is for those individuals who may be required to carry out gas testing of an atmosphere prior to entering a specific area or workspace. These working environments may be hazardous, unpredictable, subject to time pressure, chaotic and expose responders to risk, on land or water, by day or night. It covers the skills and knowledge required to test the working atmosphere using electronic test apparatus, to find out if it is safe for the proposed work, interpret readings and take actions based on the interpretation.
The following units will be included in your certificate:
- Visual acuity to read the gas test results directly from gas testing meters
- Protective footwear/safety shoes and comfortable/practical clothing must be provided by the student and worn during the practical sessions and assessment
- Language, literacy and numeracy requirements - students must be able to read and correctly interpret required documentation relevant to gas testing, conducting a risk assessment and issuing permits, speak clearly and unambiguously in English, explain, describe and verify sometimes complex needs and issues as well as understand the permit requirements. Writing is required to the level of completing workplace forms and producing any required reports. Numeracy is required to the level of being able to correctly differentiate between high and low pressures and temperatures, voltages or masses and interpret gas test/monitoring results.
Individuals undertaking this course set will be expected to complete both written and practical assessment tasks.

- Respond to the two (2) simulated scenarios as selected by your assessor to:
- Complete two (2) JSEA/ SWMS and a Hot Work permit, identifying hazards, assessing the risks, and implementing appropriate control measures
- Select and calibrate the gas testing equipment in accordance with workplace procedures
- Test and monitor the atmosphere for harmful elements according to procedures
- Interpret record and report the results from the atmospheric testing according to Permit and procedures
- Raise and issue a work permit and monitor work for compliance
- Receive an end of day report and close the work permit after checking the work undertaken and the work site satisfied permit conditions
During the above, the candidate must:
- Implement the requirements, procedures and techniques for gas testing
- Speak clearly and unambiguously in the language of the worksite and work effectively with others to raise and issue a permit
- Complete the tasks in line with Federal, State/Territory regulations, confined space codes of practice, and other Australian national workplace or site procedures.
Documentation – The student must complete all documentation according to the required standard:
- two (2) risk assessments
- Hot Work Permit
Theory assessment - A written assessment consisting of short-answer and multiple-choice questions. The student must complete all assessment questions.
